Created in TEX. GOV'T CODE ANN. § 2108.002 as a result of S.B. 112, 71st Leg., R.S. abolishing Employee Incentive Commission, Agency 351 and Productivity Commission, part of Agency 300 (Governor's Fiscal).

The Council on Competitive Government voted to end operation of the commission on August 31, 2004, and allow individual agencies to operate their own employee suggestion programs beginning September 1, 2004.
