Created in TEX. HEALTH & SAFETY CODE ANN. ch. 554. Originally created as Waco State Home under the jurisdiction of the Texas Youth Council (see Agency 652) under TEX. REV. CIV. STAT. ANN. arts. 3255a, 5143d. S.B. 463, 66th Leg., R.S., transferred land, buildings, facilities, management and control to the Department of Mental Health and Mental Retardation and changed the agency name.
