The commission may prescribe and collect a fee or assessment from:

• local exchange companies necessary to recover the cost of activities and services provided under Texas Utility Code, Subchapter B and § 12.203;
• incumbent local exchange companies necessary to recover the commission's and the Office of Public Utility Counsel's cost of activities carried out and services provided under Texas Utility Code § 53.112, Subchapter A and § 55.004 which cover rulemaking and rate setting; and
• providers of caller identification service in an amount sufficient to cover additional expenses incurred by the commission in implementing the customer certification provisions.
