Purpose

Before 9/1/2013:
Recreated as an account in the General Revenue Fund for a nonbypassable fee up to 65 cents per megawatt hour. If the fee is set at 65 cents per megawatt hour or if the Commission determines that appropriations are insufficient to fund a 10% rate reduction, the Commission may reduce the rate reduction to less than 10%. Used for programs to assist low-income electric customers through rate reductions, customer education and the school funding loss mechanism provided in § 39.901.

Beginning 9/1/2013:
Fee set at zero beginning 9/1/2013 through 9/1/2016, per H.B 7, 83rd Leg., R.S. The 10% reduction rate was changed by H.B.7 to provide up to a 82% reduction for the months of September and May through August starting fiscal year 2014. For the same months in fiscal 2015 and 2016, the rate is 15%.
