The department may enter into an agreement with another jurisdiction, including another state, foreign country, territory, etc. for:
(1) registration of vehicles by residents and nonresidents on an allocation or mileage apportionment plan (as the International Registration Plan, IRP).
(2) exemption from payment of registration fees by nonresidents if residents of this state are granted reciprocal exemptions.
To carry out the IRP or other agreement, the department shall direct fees collected for other jurisdictions to this fund for distribution to the appropriate fund.
