A dedicated fund in the treasury outside General Revenue. Consists of federal and any matching state funds as well as funds appropriated by the legislature. Includes gifts, grants, fees and investment earnings. Money in the fund may be appropriated only to TxDOT for the purposes of grants to counties affected by increased oil and gas production.
