Purpose

Created as a special fund composed of appropriations, bond proceeds, loan repayments, transfers from other water-related funds, interest, gifts, grants, donations, and any other sources of revenue directed by the legislature.

Used to provide low-interest, zero interest, negative interest loans, loan forgiveness, or grants to rural political subdivisions for water or water-related projects.  May be used to buy down interest rates on loan. The fund may be used to contract for outreach, financial, planning and technical assistance to assist rural political subdivisions in obtaining and using financing from the fund.
