GR Account 5111 – Designated Trauma Facility and EMS

Account in General Revenue to receive 30% of additional court fines for persons convicted of traffic related offenses, a portion of DWI traffice fines (revenue code 3710) and 60% of certain insurance company fees related to motor vehicle theft (revenue code 3206).

Used to fund designated trauma facilities, county and regional emergency medical services and trauma care systems. May be used by Texas Higher Education Coordinating Board for graduate-level medical education or nursing education programs.

In each fiscal year the commissioner shall reserve $500,000 for extraordinary emergencies. Money not spent in a fiscal year shall be transferred to the reserve for the following year.

Transferred from the Department of Health (501) to Department of State Health Services (537) by H.B. 2292, 78th Leg., R.S.

H.B. 7, 83rd Leg., R.S. added new use and requires interest be deposited to General Revenue (0001).

H.B. 7, 84th Leg., R.S. transferred the balance and revenue stream of abolished GR Account 5137 - Regional Trauma to GR Account 5111.

Previously received 50% of civil or administrative penalties and late payment penalties collected by a local authority for violation under a photographic traffic signal enforcement system pursuant to §§ 542.406 and 707.007 of the Transportation Code. These penalties repealed by H.B. 1631, 86th Leg., R.S.

Previously received 49.5% of driver responsibility surcharges. Driver responsibility program and surcharges repealed by H.B. 2048, 86th Leg., R.S. Percentage of court fine revenue changed from 33% to 30% and DWI and 60% of insurance company fee revenue added by H.B. 2048.
