Purpose
Board may establish this fund and accounts in the fund and may sell securities owned in the interest and sinking fund. If money and securities are insufficient to pay the interest due and the principal maturing on the bonds during the fiscal year, Comptroller shall transfer out of first money not otherwise appropriated by the constitution, amount required to pay principal and interest on the bonds.
