Special fund in the treasury for used flood projects. Fund may be invested and any earnings are deposited to the fund. Fund consists of three accounts within the fund:

1. Floodplain Management Account is used for flood planning, protection, mitigation, or adaptation. Other uses included flood-related educational or outreach programs and evaluating the response to flood incidents affecting residential property. Each fiscal year, $3.05 million in insurance maintenance taxes collected under Section 251.004, Insurance Code are reallocated from General Revenue to this account (previously deposited to Floodplain Management Fund 0330).
2. Hurricane Harvey Account is used to provide money to the Texas Department of Emergency Management for financing projects related to Hurricane Harvey. Used for grants and loans to political subdivisions for hazard mitigation projects, public assistance projects, construction, permitting and design costs. Expires 09/01/2031 and the balance transferred to 0194 - Flood Infrastructure Fund.
3. Federal Matching Account is used for meeting matching requirements for projects funded partially by federal money. Can be used to make loans to political subdivisions to provide financing for the local share of a federally authorized ship channel improvement project.

Floodplain Management Fund 0330 abolished and balance transferred to new Floodplain Management Account within the Texas Infrastructure Resiliency Fund by S.B. 7, 86th Leg., R.S.

H.B. 3582, 88th Leg., R.S. abolished the Flood Plan Implementation Account within this fund (sec. 16.4545) and changed the balance disposition of the Hurricane Harvey Account.
