Appropriated Fund 0214 – Available Texas University Fund

To receive disbursements from the Texas University Fund held outside the treasury administered by the Texas Safekeeping Trust Company. The money is to be used by eligible institutions only for the support and maintenance of educational and general activities that promote increased research capacity at the institution. The University of Texas and Texas A&M University are ineligible to receive money from the fund. 

H.J.R 3, 88th Leg., R.S. appropriated all Economic Stabilization Fund interest, dividends, and investment earnings during fiscal 2023 to the Texas University Fund (TUF) in fiscal 2024, up to $100 million. Beginning in fiscal 2025, the previous fiscal year’s earnings appropriated from the ESF to the TUF may be increased based on the Consumer Price Index, not to exceed 2%.

The Constitution requires money in the Permanent Higher Education Fund (0346) to be transferred to the National Research University Fund on January 1, 2010. Money may not be appropriated or distributed from the research fund before September 1, 2011. This fund was originally set up as the National Research University Fund (NRUF). It was renamed and the purpose changed because the NRUF is actually a fund outside the treasury. The change was effective 5/30/12.

H.J.R 3 and H.B. 1595, 88th Leg., R.S., changed name from National Research University Fund to the Texas University Fund. H.J.R 3 approved by voters November 7, 2023, effective January 1, 2024.
