Created by the Texas Constitution as a fund in the treasury administered by the Texas State Technical College System without further appropriation for the purpose of funding for capital projects and equipment purchases for the system.
The permanent fund consists of appropriations, gifts, donations, interest and investment earnings. The comptroller manages and invests the fund and determines the amount available for distribution from the fund to the Available Workforce Education Fund 0216 each fiscal year. Distribution amounts must preserve, over a rolling 10-year period, the fund’s purchasing power and may not exceed 5.5 percent of the fair market value of the investment assets of the fund.
