TEX. GOV'T CODE ANN. § 403.102; U.S. Pub. L. 92-512 at 31 U.S.C.A., § 6701 et seq. (1983) established October, 1972 (retroactive to January 1972) to receive proceeds of federal warrants issued under the Federal State and Local Fiscal Assistance Act of 1972. To be expended as directed by the Legislature.
