Created in 1990 by TEX. CONST. art. III, § 49-g and TEX. GOV'T CODE ANN. § 465.023 to receive accrued interest paid by the purchaser at closing, investment earnings and money appropriated for the payment of principal, premium, or interest on bonds issued under the constitutional provision. No longer utilized, inactivated in 2002.
