Created in 1990 by TEX. CONST. art. III, § 49b; TEX. NAT. RES. CODE ANN. ch. 161 to receive proceeds from the sale of refunding bonds to retire original Veterans Land Bond Series 1986 refunding bonds.  No longer utilized, inactivated in 2002.
