Created in 1991 by TEX. CONST. art. III, § 49h and TEX. REV. CIV. STAT. ANN. arts. 601d, 601d-1 to receive proceeds from bond sale (except accrued interest) and investment earnings, to pay cost of issue, project, administration and United States Government per arbitrage rebate rules. No longer utilized, inactivated in 2002.
