Purpose

A separate permanent endowment fund is established in the treasury outside the general revenue fund from money transferred at the direction of the legislature, gifts and grants contributed to the fund and returns received from investment of money in the fund. The corpus of the fund may not be used for any purpose. Earnings and gifts and grants may be appropriated only for research and other programs that benefit the public health.
