Created by Utilities Code § 39.903 in 2001 by H.B. 3088, 77th Leg., R.S. as a trust fund with the comptroller in the treasury to provide funding solely for programs to assist low-income electric customers, customer education and school funding loss mechanism provided in § 39.901. Financed by a nonbypassable fee in an amount up to 65 cents per megawatt hour. Recreated in H.B. 3378 and exempted in H.B. 3318, 78th Leg., R.S., as an account in the General Revenue Fund as GR Account 5100 - System Benefit.
