Purpose

Established outside the treasury as a trust fund with the comptroller and administered by the board, as trustee, to maintain and preserve the Capitol, General Land Office Building, their contents and grounds. Consists of legislative transfers, interest earned and transfers from the Capitol Fund account. Transfers from the Capitol Fund accounts may not include money donated to the board, derived from a security or thing of value donated to the board, or earned as interest or other income on a donation. The transfer must leave sufficient money in the account of the Capitol Fund to accomplish the purposes for which that account was created. Money may be transferred from the Capital Renewal Trust Fund to any account in the Capitol fund to be used for the same purposes as the Capital Renewal Trust Fund.

Transfers to Capitol Trust fund accounts added by S.B. 1338, 82nd Leg., R.S.

Classification changed per Fiscal Management policy on local funds, eff. 9-1-11.

Starting 9-1-11, this fund was classified to receive amounts transferred from outside the state treasury for processing payroll, warrants and other expenses. Any minimal interest earned on these transfers, while processing, were deposited to General Revenue Fund 0001. Interest earned on amounts held outside of the treasury in a separate financial institution remained with those amounts. In fiscal 2014, interest was restored to the fund to reflect its status as a fund held "with" the treasury rather than with a financial institution.

S.B. 1333, 88th Leg., R.S. abolished the fund and transferred all balances to the Texas State Buildings Preservation Endowment Fund held at the Texas Treasury Safekeeping Trust Company effective 09/01/2024.
