Created in 2003 by TEX. NAT. RES. CODE ANN. §§ 31.401(c), 52.133 as an escrow account in the Uniform Statewide Accounting System (USAS) to facilitate processing and reporting of revenues and expenditures.
Used for in-kind oil and gas enhancement transactions (exchange oil and gas for electricity, conversion of oil to gas and gas specific location swaps and for purchase and sale of third party gas for state agencies) by the General Land Office -- Fiscal, Agency 317.
Program moved to and money correctly appropriated from the Permanent School Fund (0044) by the 79th Leg., R.S. beginning in the 06/07 biennium.
