Purpose

The capitol fund was established in 1989 as a trust held outside the treasury in Safekeeping Trust to receive donations, proceeds from surplus property sales, vending, gift/souvenir shop, and capitol specialty license plate revenues. This fund established with treasury in the Uniform Statewide Accounting System to facilitate processing and reporting of expenditures from gift/souvenir shop sales, including payroll, through the Uniform Statewide Payroll System.

A subaccount in the fund is to receive contributions for the establishment of a Texas Police Service Animals Memorial Monument.

This fund is used to receive amounts transferred from outside the state treasury for payment of payroll, warrants and other expenses. Any minimal interest earned on these transfers, while in this fund, are deposited to General Revenue Fund 0001. Interest earned on the principal amounts outside of the state treasury is retained outside of the state treasury.
