Created per TEX. FIN. CODE ANN. § 183.112 in 1931 to hold in trust securities deposited by state trust companies to protect and indemnify clients of such companies as required by regulatory laws, against dishonesty, fraud, forgery, theft or other similar insurable losses.

Effective 9-1-09, Texas Department of Banking, Agency 451, became a semi-independent self directed agency.
