Created in 1985 by TEX. LAB. CODE ANN. §§ 203.102, 203.103, 203.105, to receive additional tax, penalty and interest, levied under the Unemployment Compensation Act. If estimated interest payment on a federal advance was not available, a surtax was charged of 1 percent of the amount of taxes paid by the employer for a portion of the calendar year that the employer was entitled to an experience rating. Used by the Governor only to pay interest incurred on advances from the Federal Unemployment Trust Fund and to fund start-up expenses, award grants and for other purposes authorized. References to the fund deleted in statute by H.B. 3308 and S.B. 280, 78th Leg., R.S.

Replaced by the Obligation Trust Fund (0844) and program assessments.
