Created in 2002 by Texas Constitution art. III § 49h; Government Code chapters 1232, 1401 to receive transfer of arbitrage rebate amounts from project funds. To pay the federal government excess earnings (generally, portion of investment income attributable to yield on investments that is higher than the yield on the bonds).
