Purpose
A USAS general ledger account used as an offset account to general ledger account 5000 - Revenue Control Cash. It is used to cancel the GAAP revenue recognition effect for a non revenue cash receipt transaction, which must be recorded as a revenue to comply with the state's constitutional cash basis of accounting. An example of this type of transaction is the receipt of an advance of a federal grant that would be recorded as a receipt of cash revenues on the cash basis but as deferred revenue on the GAAP basis.
