Description
The permit fee under 623.0172 applies to intermodal shipping containers operating in certain areas near the Texas/Arkansas border. The permit fee is initially set not to exceed $2,000. Beginning in 2022, on September 1 of each even-numbered year, the department shall set the fee based on a reasonable estimate of the costs associated with the operation of permitted vehicles in this area, including any increased highway repair costs.
The permit fee under 623.402 applies to intermodal shipping containers 30 miles from a port authority or port of entry. The permit fee is initially set at $6,000. Beginning in 2028, the department shall set the fee, after consultation with The University of Texas Center for Transportation Research and the Texas A&M Transportation Institute.

Fee revenue under 623.0172 is allocated between the State Highway Fund (90%), the Department of Motor Vehicles Fund (5%) and local county road and bridge funds (5%).
Fee revenue under 623.402 is allocated between the State Highway Fund (50%), certain counties (30%), certain municipalities (16%) and the Department of Motor Vehicles Fund (4%).
Note
Permit for vehicles traveling within 30 miles from a port was added by S.B. 1524, 85th Leg., R.S., effective 01/01/2018.
