Commission shall pay compensation and necessary expenses of a watermaster, assistant watermasters and other necessary employees. Holders of water rights that have been determined or adjudicated and are to be administered by the watermaster shall reimburse the commission for compensation and expenses. After adjudication decree becomes final, the executive director shall notify each holder of water rights of the amount of compensation and expenses required annually for administration of water rights. Commission shall hold a public hearing to determine the apportionment of the costs of administering adjudicated water rights among the holders of the rights. After the hearing, commission shall issue an order assessing annual cost against holders of water rights to whom water shall be distributed under final decree and shall equitably apportion costs. Executive director may provide for payments in installments and shall specify the dates by which payments shall be made.
