To be licensed as a foundation, registered or certified producer of seeds or plants, an application must be accompanied by a fee, as determined by department. Any person engaged in the development, maintenance or production of seeds or plants for which standards of genetic purity and identity have been established must pay a registration fee as determined by the State Seed and Plant Board.
