Revenues in excess of 1994 levels, as determined by the Comptroller, from the early and periodic screening, diagnosis and treatment fees may be used only for the purpose of financing the Department of State Health Services laboratory facility established in Government Code 1232.110 (formerly art. 601d, V.T.C.S., § 24A(b)).
