Commission shall charge a fee for filing and review of a permit application required under Solid Waste Disposal Act for each solid waste facility based on one or more of these factors: the population served; the volume of waste handled; the type and size of the facility; the cost of review.
Commission shall charge an annual fee to transporters of solid waste. Fee shall be reasonably related to volume and type of waste transported. Reasonable fee may be charged to transporters for a special permit issued indicating approved route, date and time to eliminate putrescible, hazardous or infectious waste. Fees should be sufficient to cover expense of administration.
