Created 2003 by S.B. 4, 78th Leg., R.S. under Education Code, Sec. 56.465. The board of each institution of higher education set aside 5% of the designated tuition charged a student under Education Code §54.0513 in excess of $46 per semester credit hour. Used to finance the Texas B-On-Time student loan program. H.B. 700, 84th Leg., R.S. abolished the program.
