Created to receive appropriations by the Legislature to provide reimbursements to health benefit plan issuers (insurance companies, health maintenance organizations, etc.) that are participating in the Healthy Texas Program. Used to reimburse issuers for claims paid by to individuals covered under qualifying group health plans. If the total amount requested by issuers exceeds the amount of funds available, the commissioner shall provide for the pro rata distribution of available funds. If the total amount of funds available exceeds the amount requested, the money shall be carried forward for distribution in the next calendar year.
