Originally created by the Comptroller as a fund outside of General Revenue after the passage of the American Recovery and Reinvestment Act on 2-19-09. Fund was changed to a General Revenue Account on 4-21-09. The 81st Leg., R.S. passed H.B. 4583 (Funds Consolidation Bill) on 6-19-09, which created the fund as a special fund outside of the General Revenue Fund.
