Created in May 28, 1997 by H.B. 138, 75th Leg. R.S. by the Texas Constitution art. XVI, § 70(m) to receive investments from governing boards of the permanent school fund, the Teacher Retirement System, the Employees Retirement System and any other pension system at their sole discretion. The fund's investments were directly related to the creation, retention, or expansion of employment opportunity and economic growth in Texas. The fund was held outside the treasury. Expired Sept. 1, 2008.
