Created in 1990 by TEX. HUM. RES. CODE ANN. § 32.030(c) to provide reimbursement each year to hospitals that render a high volume of services to medically indigent persons in the state. Payments NLT $5 million annually in state funds in excess of amounts contained in the general appropriations bill as introduced for the 1990/91 biennium. No longer utilized, inactivated in 2002.
