Created in 1992 by TEX. CONST. art. III, § 49h and TEX. REV. CIV. STAT. ANN. arts. 601d, 601d-1 to receive deposit of bond sale proceeds remaining after deduction of accrued interest and amounts paid to Escrow Agent. Used to pay cost of issuance. No longer utilized, inactivated in 2002.
