Created in 1997 by TEX. WATER CODE ANN. art. 15.601. Used to provide financial assistance to political subdivisions for construction of treatment works and to persons for nonpoint source pollution control, abatement projects, and estuary management projects in accordance with the capitalization grants program established under the Federal Water Pollution Control Act (33 U.S.C. 1251 et. seq.).
No longer utilized, inactivated in 2002.
