Established under § 3, Title I: § 403 (a)(3), Title IV, Part A; § 1003, Title X; and, § 1402, Title XIV of the Federal Social Security Act, as amended in 1970 to receive deposits from Texas cities and associations participating in various aspects of the Federal Model Cities Program and deposits from the Federal government.
Such funds were to be expended as directed by law.
