Description


In order to operate a terminal facility, a discharge prevention and response certificate must be issued. Reasonable fee established by rule for processing applications shall be charged. Certificate valid for a period of 5 years. In order to issue certificate, Commissioner of the General Land Office shall require satisfactory evidence that applicant has implemented a discharge prevention and response plan as directed, can provide required equipment and trained personnel to prevent, abate, contain and remove pollution as provided in the plan and the plan complies with federal law and is consistent with state/federal regulations.
