A person may not operate a food service establishment, retail food store, mobile food unit, farmers' market or temporary food service establishment located in an area in which a county or public health district does not require a permit or conduct inspections unless a permit has been obtained. Fees are charged for issuing and renewing permits, inspections and enforcement and in amounts that allow recovery of at least 50% of department expenditures.
