A person, firm, partnership, joint stock association, corporation or other domestic or foreign organization operating within the jurisdiction of the Railroad Commission relating to oil and gas shall file immediately with the commission an organization report accompanied by the following fees:

For well operators:

• Up to 25 wells: $300
• Between 25 and 100 wells: $500
• More than 100 wells: $1,000.

For an operator of one or more natural gas pipelines: $225.

For an operator of service activities or facilities who does not operate any wells: $300 - $500, as determined by the commission.

For an operator of one or more liquids pipelines who does not operate any wells: $425 - $625, as determined by the commission.

For an operator of service activities or facilities who operates wells: $425 - $1,125, as determined by the commission.

For an entity not currently performing operations under the jurisdiction of the commission: $300
