Created by H.B. 2731, 74th Leg., R.S. under Natural Resources Code sec. 93.052 in 1995. TERRA established to acquire and hold an inventory of mechanically sound, nonpolluting wellbores for gathering data, performing tests, developing and testing enhanced or advanced recovery techniques. Wellbore may be released from TERRA upon application and fee set by Railroad Commission, up to twice the reasonable plugging cost on date of release. If wellbore in TERRA for 1 year or less, payment up to reasonable plugging costs on the date of release. Abolished by S.B. 310, 77th Leg., R.S.
