Description
To record intergovernmental receipts from urban and rural hospitals for the purpose of drawing down federal matching funds to enhance Medicaid reimbursements for the Uncompensated Care (UC), Upper Payment Limit (UPL), STAR+PLUS and Delivery System Reform Incentive Payments to State Hospitals (DSRIP) programs. For the UPL program, money will be reimbursed to the hospitals in amounts not to exceed the Medicare upper payment limit. For the STAR+PLUS program, money will be matched by federal funds at the current FMAP rate and paid directly to HMOs for managed care. The HMOs will subsequently reimburse the urban and rural hospitals.
