Commission by rule may implement a registration program for persons who contract with an owner or operator of an underground storage tank or an aboveground storage tank or with any other person, to perform corrective action. Upon request, appropriately licensed professional engineers shall be registered in the program. The commission by rule may establish a fee schedule and charge fees necessary to defray the costs of administering the registration program, including fees for processing applications, printing certificates, conducting examinations and similar activities.
