Purpose

Established outside of the General Revenue Fund to receive transfers of federal money from Coronavirus State and Local Fiscal Recovery Funds of the American Rescue Plan Act (ARPA). Used for the deployment and operation of next generation 9-1-1 service including equipment and administration costs. The Comptroller may issue guidelines for the use of funds by the commission and emergency communication districts. Amounts from the ARPA are to be distributed to the commission and districts by 08/31/2024 and to be spent by 12/31/2026. The fund is set to expire 09/01/2028.

The fund may also receive state revenue including appropriations or other amounts credited to the fund.

Amounts appropriated to the commission, but not distributed, are to be deposited to GR Account 5050 – 9-1-1 Service Fees.

May receive transfers from Fund 0191 - Texas Broadband Infrastructure per H.B. 9, 88th Leg., R.S.
