The fund consists of appropriations, gifts, grants, and interest.
Used to provide grants to groundwater conservation districts for plugging water wells. Eligible districts are those with a population of 16,000 or less and adjacent to at least seven counties with populations of less than 15,000.
Grant amounts not spent for the completion of a project must be returned to TCEQ and deposited to the fund.
