TEX. HEALTH & SAFETY CODE ANN. § 386.056 added September 1, 2001, by S.B. 5, 77th Leg., R.S. An owner or operator of a site located in Houston-Galveston or Dallas-Ft. Worth non-attainment area may use emission reductions to offset requirements related to air pollution control. Inactivated in 2008 for non-utilization.
